What PDF compression actually means
A PDF is a container that can hold text, fonts, vector graphics, photographs, scanned pages, forms, and other objects. Some of those objects may already be compressed efficiently before you ever open the file. That is why two PDFs with the same page count can have very different file sizes.
Structural optimization focuses on how the PDF objects are stored. It can reduce overhead and write objects more compactly without deliberately lowering image quality. This approach is privacy-friendly and conservative, but it cannot promise a large reduction for every file.
Why image-heavy PDFs are difficult to shrink
Scanned documents and photo-heavy PDFs often spend most of their file size on JPEG or other already-compressed image data. Rewriting the PDF structure does not substantially reduce those images. Large reductions usually require downsampling images, lowering JPEG quality, changing color depth, or removing content.

If the file is still too large, consider splitting the document into logical parts, removing unnecessary pages, or recreating oversized source images at a lower resolution before generating the PDF again. Those approaches can reduce size more predictably than repeatedly optimizing an already-compressed PDF.
Privacy and local processing
